About the Role
As AVP of Capacity Management, you will serve as a key commercial strategist driving the growth, profitability, and expansion of PCCW Global’s subsea infrastructure network.
In this high-visibility leadership role based in Hong Kong, you will build and evaluate complex business cases, steer multi-million-dollar CAPEX/OPEX investments, and partner closely with senior executive and finance teams. You will oversee a critical global portfolio spanning 50+ submarine and terrestrial cable systems—balancing strategic market analysis with disciplined financial execution.
Note on Industry Background: While familiarity with telecommunications or subsea networks is a plus, deep experience in subsea markets is negotiable. We strongly encourage applications from candidates with robust backgrounds in financial modelling, corporate finance, infrastructure planning, investment analysis, or strategic business case development across adjacent sectors (e.g., network infrastructure or corporate finance).
Key Responsibilities
Investment Strategy & Business Case Preparation: Lead the financial modelling, ROI/profitability analysis, and business case development for global capacity investments, network upgrades, and expansion projects for C-suite and Finance approval.
Capital & Financial Management: Own regular CAPEX/OPEX budgeting, usage forecasting, revenue/costing analysis, and Annual Operating Plans (AOP) in direct alignment with central Finance teams.
Portfolio & Inventory Governance: Proactively track asset utilization across 50+ global cable systems, monitoring usage trends to initiate timely capacity upgrades within cost thresholds.
Market & Strategic Intelligence: Conduct market research and competitor benchmarking to identify emerging subsea routing opportunities and capacity demand trends.
Cross-Functional Leadership: Serve as a pivotal liaison bridging Finance, Engineering, Sales, and Product teams to align lit capacity, unit economics, and operational KPIs.
Commercial Deal Negotiation: Evaluate commercial structures and negotiate terms, agreements, and contracts with global carriers.
Requirements
Education: Bachelor’s degree in Finance, Economics, Business Administration, Engineering, Information Technology, or a related discipline.
Financial Acumen: Proven track record in complex financial modelling, business plan formulation, CAPEX/OPEX budget management, and profitability forecasting.
Experience: 8+ years of experience in corporate finance, financial analysis, commercial planning, or asset management. Experience collaborating closely with corporate finance, FP&A, or investment committees is essential.
Industry Experience: Telecommunications, subsea cable, or wholesale bandwidth experience is ideal, but candidates from network infrastructure, corporate finance, or infrastructure PE are highly welcome.
Core Skills: Strong analytical acumen, commercial negotiation skills, executive presentation ability, and project management capabilities.
Languages & Mobility: Fluent in written and spoken English and Chinese (Cantonese and/or Mandarin). Willingness for occasional international travel.
