负责公司公用设施系统的整体管理与运维，包括GMP及非GMP公用系统的运行维护、优化改造及工程项目管理，建立高效、稳定、节能的公用设施管理体系，保障生产连续性并持续提升系统可靠性与能源利用效率。
Responsible for overall management and operation of utility systems, including GMP and non-GMP utilities, covering system operation, maintenance, optimization, and engineering project management, establishing an efficient, stable, and energy-efficient utilities management system to ensure production continuity and continuously improve system reliability and energy efficiency.
岗位职责 / Job Responsibilities
1. 公用设施管理体系建设
负责建立并持续优化公用设施管理体系，确保符合GMP、EHS及相关法规要求。
Establish and continuously optimize the utilities management system to ensure compliance with GMP, EHS, and regulatory requirements.
制定运维标准、操作规范及技术标准，推动标准化与数字化管理。
Develop O&M standards, SOPs, and technical guidelines, driving standardization and digitalization.
2. 公用设施系统运维管理
负责GMP及非GMP公用系统（如HVAC、WFI、纯水、压缩空气、蒸汽及能源系统）的日常运行与维护。
Lead daily operation and maintenance of GMP and non-GMP utility systems (e.g., HVAC, WFI, purified water, compressed air, steam, and energy systems).
建立运行监控、巡检及维护管理机制，确保系统稳定运行。
Establish monitoring, inspection, and maintenance systems to ensure stable operation of utilities.
3. 公用设施可靠性管理
建立预防性维护、预测性维护体系，提高系统可靠性与可用性。
Establish preventive and predictive maintenance systems to improve reliability and availability of utility systems.
主导公用设施故障分析及根因分析，推动CAPA实施。
Lead root cause analysis of system failures and drive CAPA implementation.
持续降低系统故障率及非计划停机风险。
Continuously reduce failure rates and unplanned downtime.
4. 能源管理与节能优化
负责能源管理体系建设，推动能源使用监控与分析。
Establish energy management systems and drive energy monitoring and analysis.
主导节能优化项目（如HVAC优化、能源系统调优等），提升能效水平。
Lead energy-saving initiatives (e.g., HVAC optimization, energy system tuning) to improve efficiency.
推动能源成本优化和可持续发展目标实现。
Drive energy cost optimization and sustainability goals.
5. 工程建设及公用设施项目管理
负责公用设施相关工程建设及系统改造项目的全过程管理，包括设计评审、施工、调试及验收。
Lead full lifecycle management of utility-related engineering construction and retrofit projects, including design review, construction, commissioning, and acceptance.
确保项目按进度、质量及成本目标交付，并符合GMP及验证要求。
Ensure projects are delivered on schedule, within quality and cost targets, and meet GMP and qualification requirements.
推动项目向运维阶段平稳移交。
Ensure smooth handover from project phase to O&M.
6. 验证及合规管理
支持公用设施系统的验证活动及再验证，确保持续符合受控状态。
Support qualification and requalification activities of utility systems to maintain validated status.
确保所有运维活动符合GMP及法规要求，支持审计。
Ensure compliance of all activities with GMP and support regulatory and client audits.
负责偏差、变更及CAPA在公用设施领域的实施。
Manage deviations, change control, and CAPA within utilities scope.
7. 团队管理与跨部门协作
建立并管理公用设施团队，提升专业能力及执行效率。
Build and manage the utilities team to enhance technical capability and execution efficiency.
与生产、QA、工程及自动化团队协同，保障系统稳定运行。
Collaborate with Production, QA, Engineering, and Automation teams to ensure stable operation.
8. 成本与资源管理
负责公用设施运维预算及成本管理。
Manage utilities O&M budget and cost control.
优化备件及资源配置，提高运营效率。
Optimize spare parts and resource allocation to improve operational efficiency.
任职要求 / Job Requirements
教育背景 / Education
本科及以上学历，暖通、动力工程、机械、电气或相关专业。
Bachelor’s degree or above in HVAC, Energy Engineering, Mechanical, Electrical, or related fields.
工作经验 / Experience
具备8年以上制药或相关行业公用设施管理经验，其中至少3年以上团队管理经验。
Minimum 8 years of utilities management experience in pharmaceutical or related industries, with at least 3 years in a leadership role.
具备丰富的公用设施系统管理经验（HVAC、水系统、气体系统等）。
Extensive experience in utility systems such as HVAC, water systems, and gas systems.
具备工程建设或公用系统改造项目管理经验。
Proven experience in utility-related engineering construction or retrofit project management.

Familiar with GMP utility systems and their operating principles.
具备系统设计评审及工程决策能力。
