Compliance Director (AML)

The Opportunity:

The HashKey Group is a fast-growing leader in the digital asset space and has set up a global regulated digital asset trading platform. In addition to the trading of digital assets such as Ethereum and Bitcoin, a key function of the exchange will be the tokenization of assets which will also be traded on the platform.

As a senior member of the Group AML Compliance Team, you will be responsible for end-to-end ownership of HashKey’s AML program, from strategic governance and policy to the core system architecture (Transaction Monitoring, KYA/KYT, Market Surveillance,Travel Rules). You will act as the Group’s highest authority on AML advisory and FCC, overseeing the system build-out, vendor ecosystem, and all AML-specific regulatory interfaces.

Key Responsibilities

AML Strategy, Policy & Governance (Strategic Ownership)

Take ultimate ownership of the firm's AML/CFT policies, internal manuals, and procedures, ensuring they are aligned with SFC regulations, FATF recommendations, and global best practices.

Act as the designated AML subject matter expert, providing specialized compliance advisory to business lines (VASP, Wealth Management, Asset Management) strictly on AML/CFT matters (e.g., high-risk client acceptance, complex ownership structures, crypto-specific sanctions).

Proactively analyze emerging AML typologies and regulatory trends in the digital asset space, driving strategic enhancements to the control framework to mitigate non-compliance risks.

Responsible for EWRA and IRA

AML System Architecture & Vendor Ecosystem

Transaction Monitoring & Market Surveillance : Lead the strategic development and parameter configuration of the TM & MS system. Act as the executive sponsor and escalation point for all system optimisation and post-launch troubleshooting.

Blockchain Analytics: Oversee the integration and rule-setting for KYA (Know Your Address) and KYT (Know Your Transaction) tools, ensuring robust on-chain risk scoring.

eKYC & CRA: Direct the integration of the eKYC system with internal platforms, leading the build-out of the AML Customer Risk Assessment (CRA) module.

Travel Rule Compliance: Champion the setup and configuration of cross-jurisdictional Travel Rule solutions, ensuring full compliance with FATF standards across all group entities.

Annual System Reviews: Lead periodic and ad-hoc comprehensive reviews of all AML systems to validate their effectiveness, accuracy, and resilience against evolving threats.

Vendor Management & Financial Oversight

Serve as the primary executive liaison for negotiating complex AML vendor contracts and statements of work, collaborating closely with the Business Unit and Finance Department.

Take full ownership of the annual AML systems budget, including forecasting, cost optimization, and justifying ROI on compliance technology investments.

AML-Specific Regulatory & Third-Party Interfaces

Serve as the designated point of contact for AML/CFT-related enquiries from regulators (e.g., SFC, international authorities), taking full accountability for the quality and timeliness of Suspicious Transaction Reports (STRs) submissions and regulatory filings.

Handle AML-focused due diligence enquiries from counterparties (Banks, Securities Brokers, audit firms) and cybersecurity/vendor assessment questionnaires concerning the AML control environment.

Act as MLRO and primary contact point for JFIU and HK police

AML Training

Architect and lead the annual AML/CFT training program for all staff, tailoring content to reflect regulatory expectations and the firm's specific risk profile.

Who Are We Looking For?

Education: Bachelor's degree or above in Law, Finance, IT, or related fields. CAMS (Certified Anti-Money Laundering Specialist) certification is mandatory or strongly preferred at this leadership level.

Experience:

Minimum of 8 years of progressive, dedicated AML/CFT experience (this role is not for a generalist compliance officer). Deep experience within major financial institutions, investment banks, or digital asset/VASP platforms is essential.

Proven hands-on leadership in building, setting up, configuring, and managing AML systems (e.g., Transaction Monitoring, Blockchain Analytics, eKYC). You are expected to be as comfortable with system parameters as you are with policy papers.

Demonstrated experience directly managing AML-related regulatory submissions (STRs) and handling regulator-led AML inspections.

Leadership & Interpersonal:

Strong strategic thinking combined with a "roll-up-your-sleeves" operational mindset to lead system builds and vendor integrations.

Proven ability to manage large-scale AML projects, budgets, and cross-functional teams (IT, Finance, Business Units).

Languages: Fluency in English, Cantonese, and Mandarin is mandatory to effectively coordinate with local regulators, regional vendors, and internal stakeholders across Greater China.
