About Our Client

Our client is a well-established infrastructure, buildings, and environmental consultancy in Hong Kong, backed by a global engineering and construction group. They deliver sustainable design, engineering, project and programme management, cost management, business advisory, and consultancy solutions to public and private sector clients.

This is a corporate-level appointment within the Business Development function. It is not a project-based commercial administration role. The successful candidate will use their quantity surveying, commercial, or contractual expertise to advise the Business Development team on pursuits, pricing, risk, and commercial strategy.

Role Purpose

To provide commercial, contractual, and cost management advisory support to the Business Development team, ensuring that bids, tenders, and business pursuits are commercially sound, competitively priced, and properly risk-managed.

The role supports business growth and work-winning across Hong Kong and the region, contributing to the overall commercial performance of the business.

Key Responsibilities

Commercial Advisory & Bid Support

Partner with Business Development and pursuit teams on bid/no-bid decisions, pricing strategy, fee proposals, and commercial submissions.

Advise on commercial risk, contract terms, insurance, bonds, and governance requirements.

Support client presentations, tender clarifications, post-tender analysis, and commercial narratives.

Cost & Pricing

Prepare and review cost estimates, cost plans, tender documents, bills of quantities, and schedules of rates for proposals and pursuits.

Benchmark pricing and commercial assumptions against market data and historical project data.

Support the finance team in monitoring budgets, expenditures, cash flow forecasts, and commercial performance.

Contract & Risk Management

Review and advise on contract conditions, risk allocation, and compliance requirements.

Support the management of project-related insurance matters and commercial governance.

Ensure compliance with company policies, audit requirements, and corporate governance standards.

Reporting & Process

Prepare business presentations, project cost reports, management reports, and maintain pipeline and commercial databases.

Help rebuild and improve commercial processes, templates, and governance frameworks.

Conduct win/loss analysis and provide commercial insights to senior leadership.

Stakeholder Management

Liaise with clients, contractors, consultants, sub-consultants, finance, legal, and project teams on commercial and contractual matters.

Work closely with the new Head of Operation and Business Development leadership to strengthen commercial capability.

Perform ad-hoc duties and projects as assigned.

Requirements & Person Specification

Qualifications & Experience

Degree holder in Quantity Surveying, Commercial Management, Construction Cost Management, Civil Engineering, or a related discipline from a recognised university.

Minimum 5 years of relevant experience in construction, engineering, or a related industry.

Experience in pre-contract, bid support, commercial advisory, tendering, or business development support is highly preferred.

Sound knowledge of cost planning, contract administration, tendering, and commercial reporting.

Familiarity with Hong Kong Government contract forms (GCC) and/or NEC contracts is advantageous.

Professional membership such as MRICS, HKIS, CICES, or ICE is preferred.

NEC4 accreditation would be an advantage.

Skills & Competencies

Strong commercial acumen and understanding of contractual practices.

Excellent analytical, problem-solving, and financial management skills.

Strong attention to detail and commitment to accuracy.

Ability to manage multiple priorities and work effectively in a fast-paced environment.

Proven stakeholder management and communication skills.

Self-motivated, proactive, and accountable with a strong sense of ownership.

Ability to work independently and collaboratively within multidisciplinary teams.

Strong organisational and time management skills.

Language & Digital

Good command of written and spoken English and Chinese (Cantonese). Mandarin is an advantage.

Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.

Familiarity with cost and financial management systems would be beneficial.

Knowledge of BIM, CostX, or similar digital tools is an advantage.

Proficiency in using AI tools to enhance work efficiency and quality would be an advantage.

Knowledge of Adobe InDesign, Illustrator, and Photoshop would be an added advantage.

Comfortable working with ambiguity and helping rebuild commercial processes.

Able to advise senior leadership and Business Development teams, not just administer contracts.

Adaptable, resilient, and able to work in a matrix reporting environment.

Immediate availability or a short notice period is highly preferred.
